Quote — Flat price for hardware + setup + on-site work. VoIP monthly stays with the provider (often a few dollars to about $20/mo).
Install — ATA placed discreetly, phones tested for dial-out and ring, extensions checked if you have them.

Install and setup service — not a telephone company. Monthly calling is billed by your VoIP provider. VoIP 911 needs power, internet, and a registered service address. Rotary dials usually can’t send * or # menu codes.
